prop will not free spin in neutral

hello
I have 2001 mercury 115 hp Elpto ser#Ot260809 2 stroke
I changed water pump on this lower unit i put in forward before dropping the lower unit to change the pump reinstalled lower unit now the prop will not free spain in neutral any ideas any help please
 
Some will argue.------Sounds like the shift shaft turned when you were not looking.-------So remove the lower unit.-----Find neutral on the lower unit.----Put control in neutral.-----Assemble while making sure that lower unit stays in neutral.-----Easiest way for me to explain.----Yes there are other ways to do this.
 
Will these instructions help?: This is how I do it : Turn the LU shift shaft by hand counter-clockwise until it
stops, then with Vise Grips tight on the bottom of the shaft turn it a
few more degrees CCW until it clicks into a stop, this should be neutral - check by turning propshaft --
prop should spin freely.
Put control in N and go ahead and attach LU to driveshaft housing some turning of the flywheel will help the DS splines align.
Do not shift into reverse unless you turn the prop at the same time.
