15 hp 2 stroke carburetor pump diaphragm

I purchased a Quicksilver repair kit, 1395-823707-2.
This has the gaskets and diaphragm for the water pump.

The question is, where does this neoprine gasket go?

This is the diaphragm for the pump.

The documentation does not show this gasket.

Its for the older models that dont have the metal reed valves in them.(The diaphragm has reed valves as part of, first pic here)
Second pic is the later type.

Yes the later carbs have a plastic spacer with check valves built into it.
