Will it run right without a primer silinoid? I put it in water it will go in gear but goes dead soon as I give it a lot of thottle

Its 40hp johnson J40tecec

i bought this motor for a parts motor and it’s ended up as a fun project
 
The primer is an electric valve.-----It replaces a choke flapper.-----Motor will run fine without that primer once it is running.
