Restarting 1992 150hp V6 Evinrude

Hi everybody

(sorry for my English, i'm French :D)
I just bought an old Evinrude engine (1992 150hp V6 - E150GLENC)
I have some issues with it...
(difficult cold start, MAX RPM OK but when I open throttle progressively he doen't take RMP...)
I decide to disassemble carburators and VRO pump for inspection.

A this moment I have 2 questions :
- I noticed the vacuum switch is missing... and a little pipe is blocked with a screw.
Is it a problem of deleting this part ? Or should I remplace it ?

- When i disassembled carburators, I notices little holes with orange caps. Some caps are missing.
Do you know the used of these holes ?

Those little things you're looking at are re-cert valves. Part # 435386 valve and # 336639 screen.

Do you think I need to change them ?
And is it used for ?

And do you know if my engine can work fine without vaccum switch ?
