bravo shifting issue

Just replaced seals all round, new quicksilver shift cable.. set it up - fwd shifts fine, rev goes in 1 out of 10 but 90% o the time it does not engage..

I initially set it up with the shift tool, but maxed out on the rev travel - still no luck. When i remove lower shift cable from bracket and shift by hand its about 1/4" past the rev position from the throttle.

Hardly any play detected in the upper cable and lower is brand new..

Is it possible the shift arm can bend other than at the jaw causing this? or is it very likely the cone clutch? boat gets used quite alot -

Some insight appreciated (fyi I use the sierra replacement gear lube. Did 2 bravos last week and no issues with them).. not sure this one had issues before-
