5 horse Yamaha won't go wide open

I have changed the fuel filter, and it has a new spark plug it goes to about 1/3 power and no faster I also noticed that it seems as though the gas vapor is coming out the air intake at wide open
 
After cleaning the carb real well it still runs exactly the same any suggestions will be very much appreciated ����
