I have a Detroit 471 that was used as a genset it has a hydraulic govner on it that was set to 1200rpm .my question is can I set up the hydraulic govner to be a variable speed govner controled by a throttle cable. This motor is in a boat now and separated from the generator. The 471 is being used as a main engine now and I would need more than 1200rpm can I adjust govner to exceed 1200rpm?

That governor was optimized for 1200 rpm. And there's no easy way to make it variable speed. It would be easier to put another governor on. eBay usually has someone parting out a Detroit. Also you could try: http://www.surplusman.com/
It may be that you could trade it in on a rebuilt variable speed. Call Powerline, the rebuild Detroits and components.

Agree with Lepke,

You need a variable speed governor. Those hydraulic governors were used for stationary, constant speed, units like pumps and gen-sets only as far as I know.

Good luck.
