Help with Carburetor on Johnson Outboard 175HP

I'm a noob to boats and outboards and just bought my first 95 Nitro with a 1992 Johnson 175HP (VJ175GLENC)
The previous owner rebuild the carbs but they're leaking and also doesn't have IDLE Screw to adjust Air/Fuel Mixture because
it uses to much fuel so it spits and stalls while idling. It has three fixed orifices instead of two and the idle screw.

Any idea how to balance/sync the carbs so it runs smooth??

Any help appreciated. Thanks in advance.
 
Should only be 2 jets for low and 1 for high speeds. Spits and stalling is a lean mixture so make sure the 2 jets you can see at are not reversed.
 
VJ175GLENC - Two jets on face of carburetor - Book states:

Top Jet -Intermediate air jet -#317473 - Marked #30 (.030 ID)

Bottom jet -Idle air jet -327745 - Marked #40 (.040 ID)
