Engine seems to surge at top speed

My Evinrude engine model # Model J225VXSIF seems to starve for fuel on top end if I back it down to 4500 rpms it will go away. The engine makes a surging noise at wide open. I know water in the fuel will cause this so I have changed the filter with no change. Other than that the engine runs great.

Hold the key in while WOT, if surge goes away investigate fuel pressure and carb float levels...seen weak VRO/OMS cause this also
