Default rust removal and deep cleaning advice for metal tanks pressurized and non - OMC types

I have started researching rust removal, so if this topic has been discussed in depth, please direct me to a thread.
I was wondering about others experiences and opinions regarding oxalic acid and muriatic acid.
I have used oxalic acid to clean beer cans years ago, so I am aware that oxalic acid is safer on paint.
Has anyone tried both in a side by side?
    Pros or cons of both?
    Preferred soaking times?
    Preferred neutralizers?
    Safest disposal methods?
    Thanks for the help.
