IF??? the bowls full then there should be gas drawn in as the motors turned over.
A little more history?
Did it ever run?
You do something to make it stall?
New parts?
You say new plugs, you check timing?
Check for TDC?
Pull top plug, rotate engine insert screwdriver in the hole.
Slowly turn the motor until the screwdriver gets pushed all the way out.
Then front of the motor, above the top carb should be a timing mark.
It should match the flywheel marks.
No match? then the flywheel key's sheared?
You using the choke as you try to start?
