Rev limiter stopping motor from accelerating at cold startup

On cold starts the rev limiter is interrupting the acceleration of the motor, i have to run for 3-4 min and keep switching back and forth from neutral into gear then it will stop and the engine runs perfectly for the rest of the day???
please help.
BTW. 2004 50hp Johnson 4 stroke (made by Suzuki for Johnson)
