BF135 Starts Missing Badly Above 4000 rpm's?

It's a 2006, low use, never had work done. I cleaned out water separator and low pressure filter and neither looked bad. I have not had it out on water to re-test yet but now think it's a good idea to do the high pressure filter as well. Am I on the right track with this problem?
 
Definitely replace HP filter and O ring and probably a fresh set of plugs, they can get fouled by old fuel.I assume your fuel is fresh throughout the system?

Thanks, yes, fuel was way down and I had refilled. The filter looked OK but the fuel in the separator and filter area seemed cloudy. I am still going to change high pressure filter and maybe the plugs as well. Weather turned really bad and it may not hit the water until spring.
