1969 9.5 johnson only one cylinder has spark

I have a 9.5 johnson 9r-69s. I have spark in upper cylinder but not lower one. I recently changed both coils both points and condensers and new j6c plugs. Verified kill switch is not shorted out and that timing and gaps both good plug wire good. What am I missing? Help me I'm at wits end.
 
Look at the sparkplug leads.------Find where they take a 90 degree bend under the magneto plate.----See if one is cracked there and spark is jumping out there.-----Have seen that more than once.
 
Even new points sometimes need cleaning. They often have an invisible coating on them that prevents good eletctical contact. You can test with a multimeter for zero Ohms when closed. Or simply clean them
