yamaha 15hp 2 stroke water coming from base of engine

I have a 2009 yamaha 2 stroke 15. water and exhaust coming from base of engine. Not inside cowling. I replaced engine base gasket to housing and exhaust manifold gaskets it still leaks. water flow is good from tell tale. no water from the two holes on the top of the middle unit. Help
 
What do "base of engine" and "middle unit" mean? If water isn't building up in the bottom cowling area, I'm not sure what the concern is.
