3.5 hp needle seat question

Hi. I recently ordered a carb repair kit for my NS3.5B2. It included the needle, but not a new needle seat like the one in the attached pic. I'm wondering if these style seats have a rubber insert (or other material) that can wear out or is it just completely metal with a hole for the needle to seat into? If it's just metal, then is it safe to assume that clogging is the usual problem with these and not so much a problem with "wearing out?" If that's true, then I won't worry about returning my carb kit and finding one that includes the seat since I can likely just clean my current one.
But if it does have a rubber or plastic seat inside it, then I think it would be wise for me to return my kit and find one that includes that part since that's something likely to wear out.

The proper kit does include a needle valve seat, but is seldom neded, as the seat is solid brass; The needle has the viton tip.

Thanks for the quick reply. Since I found this carb kit on Amazon for half the price as everywhere else I looked, I'm just going to let it slide that they didn't include the needle seat (even though their pic showed it included). Now I know that I most likely don't need it.
My motor runs fine below half throttle, but dies above that (it'll run about 1 minute at WOT). I've tried cleaning the carb twice with no luck, but didn't use a new carb kit. So hopefully this will help. Fuel filter is not dirty. Water shoots out of telltale just fine, although it's fairly hot and motor feels pretty hot. But I read from someone on this forum that these little motors do run fairly hot.
If you can think of anything else that a novice like me should check, I'd appreciate any suggestions.
 
There isn't any thermostat, so check temp with an IR gun thermometer. You want around 150F. If a lot more, check that the pump is good, and passages de-crudded. The pee stream should be warm, not hot. Overheating could cause your issue. Be sure to run TCW-3 oil.

Verify the cap is venting, and the tank strainer is clear.
