Alpha One Gen 2 Loose Steering

2004 Sea Ray with 5.0 MPI and Alpha One Gen2 Sterndrive. When the boat engine is off the steering wheel is loose and goes a few inches to the left or right before it feels like the sterndrive is moving. Also, I feel the same loose steering when driving the boat regardless of speed. Any ideas on what I need to do to identify the cause of the problem.

What about seriously stiff steering? My new to me alpha 1 the steering wheel can barely be moved when idling. I’m talking serious strong arm to turn the wheel. Once I’m underway it turns easily. What’s up with that?
 
Well I found another original control box with full wiring and cables. Rolle$ up my sleeves and changed it out. Like anything , there were a few challenges. But she’s up and running again. Thanks for the help. Kirk
