Need Help with 1982 Evinrude 15 HP recoil

Upon re-installing my recoil on the motor if I don't have a washer the starter pinion will make contact with the flywheel and some times turn the flywheel but then it will slant sideways and get jammed. Without the washer is also grinding away at the teeth on the pinion. With the washer the pinion is not making contact with the flywheel.... have never run into this issue before and have removed and put back in other recoils with no issues.. What am I missing?

There is a tab on the bottom of the recoul.----It has to go in a hole.----There is also a washer INSIDE the recoil.----That must be inplace for the recoil to work properly.----Hope this info fixes this problem.
 
Thanks for the reply... I forgot to mention that there is a washer inside the recoil and the tab is in place...maybe it is not the correct washer inside?
 
You have it assembled wrong. The wire on the pinion gear needs to go over the metal post( next to the red safety )that holds it in place when it goes up. The washer has to be on the bolt.

That gear needs replacement or carefully reshape each tooth. Next try some good lube on the hub under the gear, then take out that forked tensioner spring and shape it so there is more pressure applied on the friction surface area of the gear.

The washer is definitely a specific thickness.

Also, your starter gear looks pretty chewed up. You might want to think about replacing it.
