hole in cavitation plate

hi all. new to the forum. i have a '63 Gale 5hp. i bought this recently and it runs very well. after running the motor i noticed some water/oil emulsion forming under the cavitation plate. on further inspection i see there is a small hole on the underside of the plate about an inch forward of the exhaust tube outlet. it looks like a "clean" hole like it was drilled. apparently water is getting into this hole and probably mixing with the gear oil, and hence this slow seeping of the emulsion mentioned before. i don't think there should be a hole there. am i correct?
 
A blunt answer for you.-----You are wrong.----It is a drilled hole from the factory.----There to drain water from a casting cavity.-----Also drains emulsion / water oil mix from the exhaust.-----There to prevent freezing of the casting in cold climates.-----The oil in the lower unit can be checked for water intrusion.----Or have a shop pressure test the gearcase if you are worried about a possible seal failure.
