1990 Evinrude 200 xp

Hey guys. I've got a 1990 Evinrude xp. I can get the motor up to 3100 when the boat still on the trailer. When I take it off the trailer and try to plane out it wont get over 2000 rpms. Any suggestions would be appreciated
 
?---" new to you motor "------Did this issue start suddenly ?----Tested compression ?-----Is there spark on all leads ?----Timer base rotating ?------Throttle plates opening fully ?----Water in the fuel?------VRO in service or mixing 50:1 on it ?
 
Ok. We had a trusted mechanic put new block on it. Tested everything . We are pre mixing oil.
Put gas in Mason jar last night and cant see any water in it. Rebuilt carburetors.
