Replace shift actuator cam

Im looking for the easiest way to replace the actuator cam on a 1983 25hp Evinrude motor. Do I have to remove the entire powerhead?

What was the solution? I have the same repair to do to my 1995 25 hp Johnson (J25REDA). Another post on the forum says to loosen all the bolts to the lower unit to give enough wiggle room to install the shift actuator cam. Any other comments or tips from anybody?
