Motor fluctuating when running

Hello everyone!!
I own a 1964 Evinrude Lightwin Motor. When the motor runs, the motor begins to fluctuate. I have had work done to the carburetor, the coils, condensers and the points all worked on. The carburetor has been rebuilt with new parts but nothing seems to work. I hope someone can help me.

The motor originally did not have a fuel filter. Then my father and I decided a couple of years ago that we should put one on. Then years after that, all the problems started. We just put regular line with no filter back on.
 
I believe it left the factory with a filter as part of the tank outlet.-----That filter if it is still in there should be checked.
 
I also just found out that my father has been using 32:1 mixture gas. The motor calls for 50:1 mixture. Would this have anything to do with the fluctuation in the motor when it is running?
