2002 60 HP 4 stroke Big Foot fuel no start enrichener issue???

I have a 2002 60hp model 60ELPT BF that i can not get started. Carbs have been rebuilt and cleaned, new fuel filter, new gas lines, new primer bulb, new plugs, new enrichener. It has good spark and compression is 165 on all cylinders at WOT. I have tried shooting gas into the carbs with no result. I could not hear the enrichener when I turned the key and thats why I replaced it. Im re-cleaning the #1 carb to see if there is a blockage but it looks pretty clean. I was thinking it could be an ignition switch issue if I cant hear the enrichener. Any help would be greatly appreciated.

I just got her running again after recleaning the number 1 carb. Is there a way to fine tune these carbs without drilling out the caps that cover the idle air adjustment screws??
