1998 Yamaha 15SG idles and trolls fine but no speed

Wondering if someone can point me on where to start...

15 HP Yamaha outboard, Starts great, run fine, can troll forward and reverse..

When I throttle up, it start to go, but then the engine revs up really high, but no thrust.

I think maybe something is off in the lower unit (Son didn't check LU Oil, and it was definately low)

Water pump is working fine..

Any thoughts are appreciated!!!
 
With what you've described it sounds like a spun hub. Remove prop and inspect hub teeth. If they look worn down then replace hub kit.
