Trouble keeping throttle at “low-mid rpm..”

Engine: 1994ish M5B

Note: I own factory service manual, have rebuilt carb (using carb dip), new plugs, new plastic throttle friction component installed.

ever since I owned this motor (before and after carb rebuild), when I go from idle to mid throttle range the throttle will back off down to idle. I actually see the twist control turn clockwise...even though I have the friction knob as tight as possible....other than that she runs at low and higher rpms quite well..

i do do need to check if this happens in gear vs not in gear, and whether it happens when I’m underway vs. sitting at the dock in gear. My fading memory suggests that it happens when in gear and underway.

With the throttle knob tightened down, how hard should it be to turn the throttle control? Is is possible there was a spec change with the plastic friction piece ? Thx...
 
Some jerk probably lubricated the friction piece/throttle shaft in the tiller handle. That must run dry. The current part is the same as it was back in 1992 or so.
