VP 5.7 Too much fuel pressure

I have a 2005 5.7 Gi thats building too much fuel pressure. I have some facts and questions. Dumping so much fuel that it runs rough. Can't start without starting in "clear flood" mode. Needs 1500 to 2000 rpm to keep running. fuel getting past rings into oil. Engine replaced over winter, and fuel cell assy was on a shelf, on it's side for a few months.

Static/deadhead pressure is 53. Eng not running, key on to energize pump.

Running pressure spikes to 80 at startup and climbs to over 90. would probably keep climbing if not shut down.

Removed LP line at Pump cell. key on to energize, but not starting, fuel flows at a steady full stream from hose.
N O T E: w/ rtn line off, fuel fountains out of fuel rail return hose port. Q: IS THIS RIGHT/NORMAL? seems like this pressure cld impede rtn flow.

vent hose that goes from pump cell to intake pulled off fuel cell. Also creates fountain of fuel while pump is energized.
Q: wouldn't this condition dump lots of extra fuel into intake?

poss Pressure regulator? No fuel or wetness in vac port or line to it.

any insight would be appreciated....
