Do a compression and a spark test.
Then clean the carb and see if it isn't clogged with gunk?

The 87/50 depending on the boat?? might have a kill switch on the dash/controller.
Try to include the model#
There are a bunch of different models and some have different ignition systems.
Some have points and some don't??
 
Ok I have taken the stator off was getting no spark to either plug model 507x7c model 2574 it has two yellow green wires two blue wires what should the ohm readings be and could the be the coulprate
 
You have the Prestolite system.
outboardignitiondotcom has test procedures for your motor.

Check stator and trigger resistance, trigger wire sets read approximately 50 ohms between the wire sets (DVA-5V or more), stator reads 680-800 ohms,

The DVA is a special meter or an attachment for a meter.
It allows you to do the more complicated tests, like the trigger tests.
If two cylinders from the same CD unit will not fire, the problem is usually in the stator.

This system have a safety lanyard ?
