2004 Volvo Penta 5.0 losing power

2004 chaparral sunsesta 252 with volvo penta 5.0 was losing power at over 3000 rpms but running with no issues. Got tuned up and it ran great (into 4000s rpms) for about 30 minutes. Then it went back to losing power at the top and minutes later would not plane out. It has been there for a while. Marina/Volvo certified mechanics have done everything and have ruled out gas and are down to thinking it is the ECM ($2000 part that cannot be returned). Looking for things to consider before spending that kind of money.
 
they have tested all of that and actually cleaned the injectors (they needed it anyway). They are doing more than guessing. They have the volvo computer but it is not pointing to anything that is the problem.
 
I find it odd they don't have an ecm to swap in and test.

Remove exhaust bellows flaps....correction looks like yours are further up the exhaust system, check to see if exhaust flow is impeded.
