Help I capsized my Boat and submerged my 2016 Yamaha 2.5 Hp motor

I changed the oil, the fuel, I established there is spark. When I inject fuel into the spark plug hole it starts but dies. The fuel is not getting to the motor? Is there anyone with 2.5 hp Yamaha experience on here?
 
Did you drain the fuel system (all internal fuel lines) and carb?

You may have to check the oil and make sure you got all the water out; chocolate milk =water; may require multiple oil changes. My merc inboard/outboard oil pan got contaminated with water - had to change the oil with a mixture of 1/2 oil and 1/2 kerosene - run the engine for 5 seconds, drain and wash again 3 times - then drain and fill with pure oil.
