Stuck Cowling !!!

Can’t get my Starboard side latch to open on my Honda 130 Cowling , rear works fine. It was sticking the last few times but got it open , should’ve used lithium grease. Procrastination King !!, Any helpful hints to get it open. Quick refresher course ..latch goes out then down correct. I have only taken it off like a few times since buying it last year.

Use an adjustable wrench to gently turn the lever clockwise and hope like hell the shaft doesn't break. Then dismantle the latch assembly, clean and grease, you may need a new nylon bush.
