VP 2002 - charging alarm, no tach

Was asked to help out a guy who swapped in a new VP instrument panel on his 1985 sailboat with an 18hp type-2002 engine. He was getting a charging alarm and a temperature alarm immediately upon starting the engine that would not stop, and no reading on the tach.

First thing I checked, the alternator was definitely charging the batteries - good 14V output. Grounds on the panel seemed to be good. Am now reasonably sure the temperature alarm is just a bad sender - lots of corrosion on it, pulled the wire off it and it stopped that alarm.

The tach is what gets me - the S- terminal of the tach has a good connection to ground, and the S+ terminal is getting a signal - measured on my AC meter as about 3-6 V, increasing with RPM. Is there something else I'm missing, or is this a bad tach?

The hour meter reads "LODE".

Not sure if it's relevant, but the engine has a Balmar alternator on it instead of a Valeo. Externally regulated.
