9.9 gamefisher over revving at WOT

Last year I bought a 90s model gamefisher 9.9. Nice motor, seems to have low hours and is clean. Was having fuel issues but is fixed after a new fuel pump diaphragm and quick connect fitting. Now, it runs great at idle and low speeds but over revs and moves much slower at full throttle. Also doesn’t plan near as well as it did. Could this simply be the weight I’ve added to the 14 ft v Hull like platforms, batteries, trolling motor etc since last year? Or is it more likely something like carb/carb settings? I’ve also read coils, plugs, and prop pitch could do this. Would really like to get this thing back on plane and running right.
 
The over reving at top end:
Could be the extra weight is making the prop cavitate.
Remember it's a 9.9 on a 14 ft. boat.
You might be asking too much??

Then again it might have spun the hub in the prop?
Mark the hub and go for a ride, if the line moves the hubs spun.

Do a compression and a spark test.
Test each cylinder twice for spark.
 
Good advice. Going to try to check the spark and hub today. Am I currently looking for a bigger motor, but would like the be sure the problem is fixed before I sell it if it’s more than just weight.
