Fires but won't keep running. Changed fuel pumd, distributor, carburetor rebuilt, fuel water filter and soleniod all new. Feels like fuel getting pumped back out not into. Help trying to rebuild and get this boat on water.

then the fuel pump is bad, hooked up backwards, or the needle and seat in the carb is stuck closed
inlet ,outlet reversed, that or the cam is wiped where the fuel pump rides or the fuel pump was not an exact match and the pumps lever does not contact the camshaft
Remove the pump and verify you can push the lever. Then using a dowel on the cam, spin the motor to see if the dowel moves in and out. No movement =no cam lobe left
