1999 mercury 8 2 stroke stalling

I bought a 16 foot boat that has a 1999 mercury 8hp 2 stroke on it and it seems to idle fine but when I put it in gear it runs bad and stalls out after quarter throttle. The only way it stays running after quarter throttle is if i pull the choke out but if its idling and I pull the choke out it stalls. I'm pretty sure the carb needs cleaning but I'd like to hear some opinions. Thanks.
 
Especially if it has been sitting the carb is most probably all gummed up. Your symptoms are typical of a dirty carb.

It should be disassembled, well cleaned and possibly rehabbed (as opposed to rebuilt unless something is actually damaged). Sierra makes a kit (sierra part 18-7212) for about 35 bucks with all new gaskets/seals and fuel pump diaphragm - worth throwing in on a 20 year old motor...
