1991 ish 100HP Mercury tilt clicking

Hi all,

So im scratching my head a little, and in most cases a new set of eyes may help me with my issue. when I went to raise the motor or lower it my solenoids are clicking. I ensured the battery was fully charged and connections were clean so then I figured solenoids are pooched so I swapped them today. I walked over to the throttle as proud as punch hit the lift button, only to hear that dreaded click from the solenoid again..

any idea's
 
Do a voltage drop test. Check battery voltage 12v. Check voltage at solenoid 12v. Check feed voltages. 11v=12v
And also check ground.
 
Hi,

Sorry for the delay, wanted to do the test first. The battery is 12.6 dropped to 11.8 when we hit the button. The solenoid when testing at the terminals on the solenoid both are at the same level as the battery. the ground terminal looks good and I was able to volt test the solenoid grounded to the engine.
