Do i need a starter ?

when I turn the key on my 1982 evinrude 50 hp outboard motor the started spins, but does not rise up to engage with the flywheel, to start motor. is the starter bad ? starters are not cheap so I want to be shure. thank you very much. please advise
 
Is the bendix of the starter stuck there? Try lubing it first.

If that doesn't work. Do a voltage drop test. Using a multi meter. Check battery voltage first. Should be 12v. Then check solenoid for starter on battery side. Should be 12v. Then get someone to help you. Check solenoid but the starter side. Have someone turn the key for you. While you read the voltage to the starter. If the voltage is still 12 or 11v. The starter may be the issue as long as there is a good ground. Check the ground also should be -12 v. . If the voltage drops below 10 v or lower. While cranking The starter is drawing too much amperage and must be replaced
 
Stop---Have your battery load tested.----Take starter apart to inspect brushes and ohm check the armature.-----Don't rush out and buy a new starter just yet.
