1997 BF50A water entering oil fast.

Hello all.
Water is entering the oil quickly (1" up on dipstick in about an hour.)

I'm not sure if water was getting in before my recent fix as its a New motor to me.
I just rebuilt the carbs but reused the intake manifold gasket. Does water flow into the intake manifold and could get in the oil this way?

I had the motor on muffs and started it with the bottom spark plug removed when looking for spark and noticed that there was what seemed to be water mist venting out the cylinder.

I'm hoping that it's the intake manifold gasket Or the head gasket ?
I also read that I should check that channel below the thurmostat

Any ideas or if you want more info let me know.

Forgot to mention that the outboard hit a rock before I bought it and has a new prop and chipped Skag.
Moisture coming out of cylinder is clean and not mixed with oil.
