Tbones Boat

I'm trying to help my father in law with his Crest tritoon. The boat currently has 28 hours on it. Two weeks ago, he took it out and it ran great. Yesterday we went out and the engine stops accelerating at about 3/4 throttle and 4400 rpms. Top speed of 23mph. I checked the linkage and everything appears to be normal. Is there something we're missing? I even asked him if he was using a learner's key
