I have just been told that my starboard engine outside exhaust manifold has a leak. Can that be replaced without pulling the engine? Also is it safe to still operate the boat at low rpms?
 
Normally one can get the manifold off and back on without pulling the engine. But it is a question of access and that is a function of the boat. Your mechanic should be able to tell you at a glance.

As for running it, it will depend upon where the leak is, where the leaking material is going, and what it is that is leaking (salt water, coolant or exhaust gas). But probably not a good idea. You need someone to look that can give you better information than you have right now.
