Could this be causing my fuel starvation problem in carb of 2004 bigfoot mercury 25hp 4 stroke

black rubber pump like thing.jpgThis rubber thing (is it called bellows?) had some drops of gas around it when I was moving the throttle up and down. I was trying to see if any cracks or faults could be seen and as I was pushing a bit on it noticed it came off it's connection without much force from me. I also seemed to see a groove at the bottom. Should there have been some kind of ring holding it on there tight? Could this be a factor in why I can't get the throttle to go over halfway without cutting out? Thanks

That is the rubber dust boot for the accelerator pump. If you have seen fuel drip out of there. Then you need to put a carb kit in it. And yes that would stop your engine from accelerating normally
 
OK.Thanks. Should that thing have a band holding it firmly in place? I easily lifted it off it's connection.
