Air to fuel help

Hey folks on my 2001 Johnson Enforcer 55hp I have rebuilt the carb but am having one heck of a time getting it dialed back in. It will only start and run at around 50% throttle anything below that results in it dying. I see there is the silver screw with the spring on it which I have fiddled with in and out a number of times then a small brass looking screw on the top of the carb. Any guidance on how to dial back in would be great.

Carbs have been cleaned spotless and prior to cleaning It would idle with the throttle knob pinned all the way down.
 
Assuming you set the float drop and height. You need to synchronize the carbs so that all the butterfly plates are closed at idle. The mixture screws should be preset at 2 1/2 turns out from seated.
 
Okay.....what parts were left over? Why did it need carb work? Sitting or stored awhile? What did the float bowl look like inside when you first took it apart?
