2008 mecury 25hp efi 4 stroke

I just acquired this this outboard that had been sitting for two years, with new gas and new oil it turns over fine but will not fire off. Checked the coil packs on each cylinder and seem to have spark also have fuel to the rail but still no start. I do have somewhat of a dead battery but with the charger on it turns over fine, could this be the problem it will not start?
 
You should be using a good battery. Fuel pressure should be around 40psi. The fuel that is in the fuel rail may be also 2 yrs old. And may be the reason it won't start
