1997 DT15C not started in 15 years

Just received a DT15C that has not been started in 15 years. Motor was grandfathers and it has been sitting in a shop for the whole time. He’s letting me put it on a boat and was wondering if there is anything in order to do to start it up and get it ready to boat again. I already plan to pour a small amount of oil into cylinder and pull to lubricate everything. Also probably clean the carb even though the fuel was drained when it went into storage. Also was thinking about replacing the impeller because of the potential dry rotting over time. Motor has little over 13 hours on it, was used as a kicker motor for a larger boat. It’s a 2 cylinder 2 stroke oil injected outboard.
 
dont go by what I say BUT I just picked up a 2005 Yamaha with 5 hrs on it and was not run for the past 10 years. I changed the oil and put gas in it and it started on the first pull choked and is running perfect. change the oil in the bottom end and runs like a new motor as it is. no water coming out of the weep hole tore it apart and found the wasps had blocked the hole on the outside.
 
Hi. I would pull the spark plug, put some oil in there, and then slowly turn the flywheel, and add more oil after each 1/4 turn. And listen for any grinding. If you hear some, keep turning it by hand and adding a little oil until you don't hear any grinding. Then replace the impeller. If there's an oil strainer/filter, check that and replace if needed. Then try to start it. I wouldn't just rip the cord without doing all that first.
