Have very little throttle power

I have a 1989 marlin jet boat and it has very little throttle power. The boat with the throttle all the way down only goes about 10-15 mph. Everything about the boat is perfect besides that. Fires right up and has no other problems. What the heck is going on? Plz help.

If the engine revs up, I'd say something in the driveline back to the impeller is slipping.....or the inlet is blocked....

What RPM are you able to achieve?

Yes a 4.3 and it is at about 4000 to 5000 rpms when it’s at full throttle but only goes about 15 mph tops
