M90a low RPM at WOT

Finally got a GPS and Tacho fitted and went out for some testing, as far as I can tell motor is running perfectly has good compression etc etc.

on my 17' Boston Whaler running a 13x19 aluminium prop I am only getting a max of 4500rpm at WOT which is around 500-750rpm down where I should be and backed by 36/37 mph which is about 6mph down on what I should be getting.

Motor is mounted one hole up and was trimmed out and no bottom paint with a light load, the chaps on the Whaler forums have advised this is the right prop / mounting height and I should be seeing low 40's with this setup/prop.

I have checked carbs are opening fully at WOT which they are however anything else I should be checking which could be impacting performance? I have been through motor having thoroughly cleaned carbs, new fuel pump, plugs, filters, lines, etc etc?
 
I would see whether you need to raise the motor a half inch higher, and whether an inch or two less pitch would help. Did you verify link and sync (timing)?
