Change coolant in Volvo TAMD41 TAMD41P-a

How do i drain the main block coolant in a TAMD41P-A I have two documents that describe it differently.
The Workshop Manual intake,exhaust, cooling system on page 39 reads "open the drain cock (on the starboard engine block) OR the cock on the hose without the blue marking". I open the drain cock but nothing comes out. there is no blockage inside. My hose appears to be one only and is not blue marked.
BUT the Owners Manual on page 35 makes no mention of the engine block drain. It only says to drain using the Blue marked hose.
The engine never overheats in any condition.
 
Did you remove the coolant cap when you opened the drain cock? It could also be blocked so you could try removing the drain cock entirely if that is possible (just did this on a different engine).
 
Yes remove the cap. not sure what you mean by removing the drain cock ENTIRELY. It is a 7/16 screwout fitting. Once removed completely there is an open hole. I inserted a rod to be sure it is not fouled. Bone dry by the way. and there is only a single hose leading forward.
