Yamaha 70hp throttle not returning

Hi we have bought a rebuilt engine yam 70 2002 2 stroke and its got an issue.
When starting the engine you have to push the timing lever back to full retard position and it starts great. If you use throttle on remote it revs but doesnt slow down back to idle you have to push timing lever back to full retard position and it slows it down.
Its like the throttle is not returning fully I put all new genuine parts in cables, ends, new remote etc. Cables in correct grooves. If i put the shorter cable end on throttle cable ( the one for gear select) I get about two turns on it only and still have to stretch it to hook it onto thtottle linkage but it looks like it returns properly.

Again, that's for a 1999 70 hp, so it might not be correct.. but it seems to be the same push-to-open throttle CDI that I assume yours has.

Yeah I saw that thanks so much.,it all measures correct. I ended up making a cable end 10mm shorter and seems to have "fixed" it. Ill check timing when i can borrow a timing light and then lake test it. Just odd as im sure its the right part. Is there anything in the remote you can adjust to remote take up slack? Theres a spot at half throttle where there is alot of play and no action from cable. I had to change it from a pull to push type.
 
Your guess is probably better than mine at this point. I've fiddled with the linkage a lot, but not the cables in the control box.
