fastener slack. see attachment

This is off a 25 foot bowrider. There are too much slack in the fastener.
1. What type of fastener is this?
2. What is the best way to get the slack out?

Ayuh,...... Not sure I understand,...... I see a hinge, 'n the hinge pin is a rivet,.....

Beat on it with a hammer, 'n anvil to tighten it,.....
