1997 Evinrude 70 hp 4 stroke EFI

I have an engine oil leak where the steering arm connects to the motor. I can't see the exact spot but I wanna know if I can take all those bolts out and change just that gasket without having to take the entire motor apart piece by piece?
 
Find a good parts break down and maybe that will help you. Or else take it into a dealer and get his opinion.
