2000 9.9 suzuki carb upgrade and maintenance question.

Is the carb the only difference between a 9.9 and a 15hp? I would like to get some more power out of it and was wondering if that's the only thing needed.

Also, the engine has been in storage for the past 15 years and I'm planning on doing a full maintance and was wondering what is recomended, was thinking of:
Rebuild carb or replace with a 15hp carb
oil
oil filter
fuel filter
spark plugs
impeller
lower unit oil
fuel lines and primer
some plastic parts that are brittle in the shifter

How about timing belt?

Anyone has any idea if I can upgrade the carb with one from a 15hp? I tried calling Suzuki USA and they don't have anybody to help, just customer service.
